A plot in a gram panchayat area on Bengaluru's edge that has never had any khata can now be issued an A-khata. The test is one date: the plot needs a registered deed from before 7 April 2025. Without one, this order does not cover it.
What the order covers
- Plots of up to 1,000 sq m, already in non-agricultural use.
- In a gram panchayat: plots recorded as B-khata on or before 7 April 2025, and plots that have never had a khata, if they have a registered deed dated before 7 April 2025.
- The route stays open until 31 December 2027.
The same order covers town and city councils outside Bengaluru, with a different cut-off date.
What it leaves out
- Some land entirely. Tank beds, rajakaluves, nalas, gomal land, B-kharab land, road margins, land under acquisition, and uses the master plan does not allow.
- The cost. The order prints no rates. The conversion charge, regularisation fee and penalty are "auto calculated" and sent to the panchayat development officer (PDO).
- A deadline for the PDO. The order does not mention the 11B step, and it sets no time limit for the PDO to act. How quickly anything moves will depend on how much work each gram panchayat already has waiting.
Why it matters
For plots on the city's edge that were sold by deed but never given a khata, this is a defined route to an A-khata, provided the deed predates the cut-off. For anyone buying such a plot now, the deed date is the first thing to check.
